Plans shows epics across teams, Jira Align runs release trains, and Marketplace apps add Gantt charts, but the question a portfolio office actually gets asked, which ten initiatives do we fund this year and can the teams carry them, usually still ends up in a spreadsheet. Jira portfolio management comes in three Atlassian layers and a crowd of Marketplace apps. Plans, included in Jira Premium and Enterprise, rolls epics from many projects into one roadmap with dependencies. Jira Align and Atlassian Focus cover scaled agile and strategic planning for large enterprises at quoted prices. Apps such as BigPicture and Structure add Gantt, resource and hierarchy views inside Jira. None of them is built mainly to rank proposed initiatives and fund them against a budget, which is why many PMOs keep a separate decision layer above Jira.

Be honest about the split. If the problem is that nobody can see how twelve teams' epics line up next quarter, upgrade to Jira Premium and use Plans; that is exactly what it is for. If delivery is visible but the leadership meeting still ends without an agreed list of what to fund, the gap is the decision layer, and another Jira view will not close it. Jira initiatives ranked against budget and team capacity
Here is the shape of the decision a portfolio layer produces, using an example software organization with five proposed initiatives that would each become a set of Jira epics. The Jira projects stay where they are. What changes is that the list is scored once, ranked, and cut where the money and the people run out.
Notice what bound the plan. The four funded initiatives cost $4.0M, inside the $4.2M budget, so money alone would have tempted someone to squeeze in the data warehouse work. Engineers are the binding constraint: the first four take all 38. Plans in Jira Premium would show the overload as red sprints a quarter later; a decision layer shows it before the initiative is approved, which is when it is cheap to say no.

The cost trap is the per-user model. Jira, Marketplace apps and Jira Premium are all priced on every Jira user in the instance, so a 400 developer organization pays for portfolio features on 400 seats even when eight people in the PMO use them. A decision workspace priced per workspace avoids that, and it can sit next to any Jira plan you already have.
From Jira epics to a funded portfolio in one afternoon
- List the initiatives, not the epics. One row per initiative that would justify its own budget line, with sponsor, cost estimate, target dates and the Jira project keys it would use in the notes. Fifteen to thirty rows is a typical first load.
- Enter capacity by role. Engineers, designers, data, QA, whatever your teams are built from, with the FTE each has for new work after support and keeping the lights on.
- Score and rank. Rate each initiative 1 to 5 on strategic fit, value, urgency, confidence and risk. The ranking and the funding line recompute as you go, and risk counts against a project rather than for it.
- Hand the approved list to Jira. Funded initiatives become epics in the Jira projects that deliver them; export the register to Excel or build a stage gate decision pack for the approval meeting.

Questions PMOs ask about Jira portfolio management
Can Jira be used for portfolio management?
Partly. Jira Premium and Enterprise include Plans, the former Advanced Roadmaps, which rolls epics from many projects into one timeline with dependencies and team capacity. That covers delivery planning. It does not score initiatives against strategy, set a funding line against a budget or keep the ideas that were never approved, so most PMOs add a portfolio layer above it.
Does Jira have portfolio management?
Atlassian sells three layers. Plans inside Jira Premium handles cross-project roadmaps and dependencies. Jira Align is a separate enterprise product for scaled agile planning from team to portfolio. Focus, launched as Atlassian's strategic portfolio offering, maps goals, work, teams and funding and is sold with Jira Align in the Strategy Collection.
What happened to Portfolio for Jira?
Portfolio for Jira was renamed Advanced Roadmaps and moved into Jira Premium, and Atlassian now calls the feature Plans. If you search the Marketplace for the old add-on you will not find it as a separate purchase anymore; cross-project planning comes with the Premium or Enterprise subscription.
Which Jira plan includes Advanced Roadmaps?
Plans, the feature formerly called Advanced Roadmaps, is included in Jira Premium and Jira Enterprise. Jira Free and Standard do not include it. Because Jira is priced per user, upgrading every Jira user to Premium to give a PMO a portfolio timeline is often the most expensive way to get one.
What is the difference between Jira Plans and Jira Align?
Plans is a feature inside Jira Premium for roadmapping epics across teams and projects. Jira Align is a separate product for organizations running SAFe or a similar scaled framework, with release trains, program increments, portfolio epics, OKRs and budgets. Align is quoted, priced well above Jira itself, and implemented as a program rather than switched on.
Is there a PPM tool that works alongside Jira?
Yes. Marketplace apps such as BigPicture and Structure add portfolio views inside Jira, and enterprise PPM platforms such as Planview and Clarity sync with it. A lighter option is a separate decision workspace where the PMO scores and funds initiatives, while delivery stays in Jira. Portfolio Hub works that way and does not sync with Jira.
